The meeting began with the Pledge to the Flag.
MOMENT OF SILENCE – DAVID BERLYN
Deputy Mayor Basher stated that David Berlyn passed away on January 12, 2015. David Berlyn was a dedicated public servant to the Village of Tarrytown. David served as a Village Trustee from 1975 to 1980 and as a member of the Planning Board from 1966 to 1975. On behalf of the Mayor and the Board of Trustees, we send our deepest sympathy to the Berlyn family.

VEHICLE AND TRAFFIC CODE AMENDMENT – PARKING – FRANKLIN STREET
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the following amendment to Chapter 291 of the Code of the Village of Tarrytown entitled “Vehicles and Traffic” that will create a restriction in the area to enhance sight distance for motor vehicle operators turning left on to Franklin Street from John Street.
No material is to be deleted. New material is set forth in capital letters.
§291-77. Schedule XII: Parking Prohibited at All Times

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby appoint the following members to the Advisory Committee for the RiverWalk Park Extension at Losee Park: Mayor Fixell, Trustee Liaison Hoyt, Chairperson of
the Waterfront Advisory Committee, Linda Viertel, Chairperson of the Planning Board, Chairperson of the Planning Board, Stanley Friedlander, Chairperson of the Parks and Recreation Advisory Council, J. P. Hill, Administrator Michael Blau and Anthony Zaino from Westchester County Department of Planning.
APPOINTMENT OF AN ADVISORY COMMITTEE FOR THE PEDESTRIAN TUNNEL
Trustee McGee moved, seconded by Trustee Hoyt, and unanimously carried, that the following resolution be approved: Approved: 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby appoint the following members to the Advisory Committee for the Pedestrian Tunnel: Mayor Fixell, Trustee Liaison Hoyt, Chairperson of the Waterfront Advisory Committee, Linda Viertel, Chairperson of the Planning Board, Stanley Friedlander, Chairperson of the Parks and Recreation Advisory Council, J. P. Hill, Village Engineer Michael McGarvey, Administrator Michael Blau and Anthony Zaino from Westchester County Department of Planning.
LICENSE AGREEMENT WITH GRACEMERE PARK
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to execute a license agreement with Greystone-on-Hudson, 621 S. Broadway, Tarrytown, New York, for the planting of trees along a historic tree-lined road in Gracemere Park and adjacent to Greystone-on-Hudson, which would create a screen between said park and the Greystone-on-Hudson development.
RESOLUTION TO EXECUTE AN INTER-MUNICIPAL AGREEMENT - POTHOLE KILLERS
Trustee Hoyt noted the following:
- Will the Pothole Killer’s hours of work be equal throughout the seven villages? Administrator Blau noted that there is a schedule in the IMA that states the number of hours for each community and the hours are equal among the seven villages.
- He requested a list of pothole locations in priority in the Village that need repair from the Superintendent of Public Works.
Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be approved: Approved: 5-0
WHEREAS, the Village of Tarrytown cooperatively with the communities that are part of the Greenburgh Village Officials Committee, Villages of Ardsley, Dobbs Ferry, Hastings, Irvington, Elmsford and Sleepy Hollow attended a presentation regarding repairing pot holes during the cold weather season by Patch Management Inc. a/k/a “Pothole Killers; and
WHEREAS, Pothole Killers can provide a more permanent repair to potholes during the cold weather season when the Villages can only utilize cold patch for such repairs; and
WHEREAS, Pothole Killers has agreed to a pilot program that would cost $18,500 and the seven Villages would split that cost equally to determine the viability of the product for the Villages.
NOW THEREFORE, BE IT RESOLVED that the Village of Tarrytown does hereby authorize and direct the Village Administrator to execute an Inter-Municipal Agreement (IMA) with Patch Management Inc., a/k/a “Pothole Killers” for a pilot program to repair pot holes in the Village.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON JANUARY 5, 2015
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the regular meeting of the Board of Trustees held on January 5, 2015 as submitted by the Village Clerk.
APPROVAL OF AUDITED VOUCHERS
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve Abstract No. 13 of Audited Vouchers to be paid in the following amounts:

Sewer Fund 0.00
Capital 180,671.22
Library 5,148.37
Trust & Agency 20,884.04
Total $ 1,365,675.05
The Board was polled all voting “aye” with the exception of Trustee Hoyt who recused himself from Voucher Numbers 2012248629, 2012248555 and 2012248602 and Trustee McGee who recused herself from Voucher Number 2012248697. Motion carried. 5-0
